Can I use the Titan Post Anchor on a 4" x 4" x 7'6" post which will have rails attached between them and a pergola on top the other end of the pergola will be attached to the home?

I don't see why not - however...

The pergola will add stiffness and strength to the 7-6" post which would otherwise be way too tall for a railing post. Please see the testimonials from guys who are gazebo and pergola manufacturers that use our product at www.Ideas-For-Deck-Designs.com

Also, if you are attaching the other top rail to the house with a post right beside it you will find the entire section will be even more rigid.

But it does depend on how strongly you build the roof structure above and if you use some trusses to further strengthen the post to roof structure.

You want the pergola roof to be resistant to swaying in a parallel manner. This is essential so that the post anchors are not required to try to carry the entire leverage that can be generated from a 7-6" post.

Again, you must ensure that the roof structure itself is resistant to swaying. This is easily done by building in triangular supports at corners into the roof structure and/or from the posts to the roof structure.
